3-MeO-PCP is unscheduled in the United States. It is possible that it could be considered an analog (of PCP), in which case, sales for human consumption or possession with the intent to ingest could be prosecuted under the Federal Analogue Act though we are unaware of any such existing cases (1/10/2017).

Effective October 1, 2015, 3-MeO-PCP became a scheduled substance by Government Decree no. 243/2015 Coll., Amending Government Regulation no. 463/2013 Coll. (New items on the list of psychotropic substances - Amendment of Government).
Germany #
3-MeO-PCP was added to the list of controlled substances under Annex II on May 20, 2015 (Federal Law Gazette I p. 725) Thirtieth Ordinance on the Amendment to Narcotic Drugs
Regulations, Sep 3 2015.
Sweden #
On January 16, 2015 3-MeO-PCP was among 16 substances declared controlled substances. (Reference).
United Kingdom #
3-MeO-PCP is Class B. (List of most commonly encountered drugs currently controlled under the misuse of drugs legislation, May 26 2016).
