"Pursuant to 20 U.S.C. 7162 (United States Code), drug prevention programs supported by the federal Safe and Drug Free Schools and Communities Act of 1994 must convey a clear and consistent message that illegal use of alcohol and other drugs is wrong and harmful." See USC 20 7162, modified since original passage to include violence.
CALIFORNIA
"Pursuant to CA Health & Safety code 11999.2 and 11999.3 no state agency may alocate funds for a drug or alcohol related program without written assurance that all aspects of the program reinforce the "no unlawful use" message. No aspect of the program may include a message on "responsible use," if such use is unlawful."
