On page 34, the DEA proposed a rule to restrict how labs were allowed to do analysis of anonymously-submitted controlled substance samples. The proposed rule became binding later in 1974 and was first enforced in 1975. As of March 2023, Erowid is unable to find any wording related to "anonymous testing" in the Code of Federal Regulations see CFR Apr 2022: Title 21 Chapter 2 Part 1305 govinfo.gov, but we know this rule is still in effect in some form due to Erowid's DrugsData Project.
